Are Dubai school fees really frozen for 2026-27?
Yes. On 22 May 2026, following a directive from Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, the Knowledge and Human Development Authority confirmed that tuition at Dubai's private schools will not rise for the 2026-27 academic year — the Education Cost Index that normally sets the ceiling was not applied at all.
And yet many families will pay more this year than last. Tuition is not the bill. The bill is tuition plus the charges the freeze never covered, on a scale that moves every time a child goes up a year group. Below: the three, separated, with every figure read on a government page or a school's own fee page on 29 August 2026 — two days before term one starts.
What did KHDA freeze, and what did it leave out?
The tuition line, and only the tuition line. Registration and re-registration, transport, uniforms, devices, extracurricular activities and school trips were left where they were.
How a fee rise normally works in Dubai
In an ordinary year a for-profit school may apply for an increase capped by two things at once: the Education Cost Index, recalculated annually, and its most recent inspection rating. The UAE government's own summary puts it plainly — fees rise "based on their individual school grade according to Dubai School Inspection Bureau results and the Education Cost Index". For 2025-26 the index was 2.35%. A school that held its rating could ask for up to that; one whose rating had fallen could not ask at all; and a school open for fewer than three years is never eligible.
None of that machinery ran for 2026-27. The freeze arrived inside a wider package of incentives — AED 1.5 billion, part of AED 2.5 billion across 33 initiatives — but the measures are aimed at institutions, not households: deferred licence-renewal fees, suspended penalty clauses, partial rent exemptions, and municipality fee exemptions for early-childhood centres. It reaches parents as an absent increase, not as a cheque.
Why does your bill still go up in a year with no increase?
Because a school fee is not a number, it is a scale — and your child moves up it every August. A freeze holds the scale still. It does not hold your child still.

A child entering Grade 11 this month pays 22.2% more than the same child paid in June, in a year the regulator allowed no increase at all. It is not one school's quirk: at Dubai College, Year 11 to Year 12 takes tuition from AED 97,415 to AED 110,305, up AED 12,890 or 13.2%; at The Indian Academy, Grade 5 to Grade 6 goes from AED 16,812 to AED 20,414, up 21.4%.
The grade jump nobody budgets for
Two transitions do most of the damage, and both are predictable years ahead: the move into the first year of secondary, and the move into the Grade 11-12 band, where external examination courses begin. If you have a child entering Year 6 or Grade 10 now, look up next year's row today — only the surprise is optional.
What does a year of school in Dubai actually cost?
Anywhere from about AED 5,500 to over AED 110,000 of tuition, and curriculum explains more of that spread than rating does. KHDA figures reported in May 2025 counted 227 private schools teaching 387,441 pupils from 185 nationalities, which is why a single "average fee" tells a new arrival nothing. Across the 23 schools rated Outstanding:

Now the end those tables never show. The Indian Academy's published 2026-27 scale starts at AED 12,008 for Pre-K and reaches AED 23,795 in Grades 11-12. The Indian High School's is lower again: AED 5,525 in Grade 5, AED 10,465 in Grades 11-12. A family can therefore educate a child for less than a tenth of what the top of the British band costs, under the same regulator, the same fee rules and the same calendar. Decide the curriculum first: it sets the order of magnitude, and everything else moves the number within that band rather than across bands.
Why is 40% of the year due at term one?
Because the rules let a school load the first term more heavily than the other two. A school must let you pay across at least three terms, and the ceilings are 40% for term one, 30% for each of terms two and three — not three equal thirds. Almost every school takes the maximum.
That is why the last week of August is the most expensive week of a Dubai parent's year:

Divide the annual fee by three to work out what leaves your account this week and you will be short by a third of a term. A mid-year arrival does not escape it either: a child starting in January enters on the term-three instalment of a scale set in August.
What can a school charge before your child starts, and can you get it back?
Three things, each with a published ceiling, and the deposit comes back if you give enough notice. The rules are identical for every private school in Dubai, whatever the curriculum or the fee level.

Checked against a real school, the ceilings hold to the dirham. Greenfield's Pre-K registration deposit of AED 3,447 is exactly 10% of its AED 34,470 fee, and its KG1 deposit of AED 3,990 exactly 10% of AED 39,905. Its application fee reads AED 525 including VAT — the AED 500 ceiling plus the 5% VAT adds at payment, not a breach of it.
The 60-day rule is the one to diarise
A deposit comes back with at least 60 days' notice before the start of term. For a term beginning 31 August, that meant telling the school by the start of July. Miss it and the deposit is generally gone — on a 10% deposit against an AED 80,000 fee, AED 8,000 for a decision made three weeks late. If you are holding places at two schools while a visa or a job firms up, this date matters more than any other here.
Can you pay monthly instead of by term?
Often, yes — but ask in writing, because the two clearest published readings of the KHDA policy disagree on whether a school must offer it. WhichSchoolAdvisor, in April 2026, describes three term payments "or offer 10 monthly instalments"; SchoolsCompared describes the same policy as three terms as of right, with ten equal monthly instalments available "through negotiation (not mandatory)".
The term option is not in dispute: every school must let you spread the year across at least three payments at the 40/30/30 ceilings. Treat monthly as something to request and have confirmed on the fee agreement. Several schools run it as standard — The Indian Academy bills monthly instalments due on or before the 25th of the preceding month, and offers a 2.5% discount for paying the year in full early. Sibling discounts are narrower than parents expect: Greenfield's 10% starts at the third child, and Dubai College's applies to bus fares, not tuition.
One caution, reported by Khaleej Times in May 2026: schools increasingly partner with buy-now-pay-later platforms so fees can be split further. Those arrangements carry late fees the school's own plan does not. Ask the bursar before you reach for an app.
What sits outside tuition, line by line?
Enough to move a mid-range year by five figures. None of it was frozen, and none of it appears in the tables people compare. These are real amounts from three schools' own published 2026-27 pages.

The extras hurt the cheaper schools more
Here is the part that gets missed. At The Indian High School a Grade 5 pupil pays AED 5,525 of tuition and AED 1,000 of "annual fees" — 18% on top. At Dubai College the full-price bus, AED 7,500 a year, is 7.7% of AED 97,415 of tuition. The charges the freeze did not touch weigh roughly twice as heavily, in proportion, on the families paying the least. A tuition-only freeze is a smaller shield at the bottom of the market than at the top, and no summary of the announcement says so.
The debenture deserves its own line because it is not a fee at all. Dubai College asks new families for AED 30,000, returned when the child leaves. It appears in no fee comparison, and has to be found in the same month as the term-one invoice.
When does the money actually fall due in 2026-27?
On three dates, already fixed. The Ministry of Education published the calendar for the next three academic years in February 2026, and it binds public schools and every private school following the ministry calendar.

The fourth payment is the one that catches people out, because it does not look like one. Re-registration is collected only after the spring break at schools on a September start — so from mid-April 2027 you pay up to 5% of next year's fee while still finishing this one. That is four outgoings in an academic year, not three. How much should you set aside each month?
Take the full year — tuition plus everything in the table above — and divide by ten, not twelve. The academic year runs ten billing months, and the summer is when re-registration and uniforms land rather than a quiet gap.
A worked example, one child
Say a mid-range place at AED 50,000 of tuition. Add a full-price bus at AED 7,500, activity and medical charges of AED 1,000, examination fees of AED 400, and a re-registration deposit at 5% of next year's fee, roughly AED 2,500. The year is AED 61,400, not AED 50,000 — 23% more than the number on the fee page. Across ten months that is AED 6,140. Billed the way the school actually bills it: AED 20,000 at the end of August, AED 15,000 in October, AED 15,000 in January, and about AED 11,400 of extras scattered through the year. Two children in the same band is AED 122,800 before any discount.
Run that arithmetic in August rather than January, because the largest instalment is the first: a family budgeting in twelfths meets a 40% invoice with eight months' savings.
How does school compare with the other fixed costs of a Dubai year?
It is almost always the largest and least flexible line in an expatriate family's budget, which is why the give has to come from everywhere else. A single Outstanding-rated British place starts at AED 43,084 a year. On our own published rates a coworking membership in Dubai is 950 AED a month — AED 11,400 across twelve months, or AED 11,970 once the 5% VAT is added at payment. One child in that British band costs close to four years of a desk.
That is an order of magnitude, not an argument. What it shows is where a founder with school-age children can move numbers at all: school fees follow a scale you do not control, workspace is the opposite. A dedicated desk is 1,500 AED a month in Downtown, a private office starts at 6,000 AED a month, and a day pass is 120 AED for the days the school run allows. What should you check before you sign anything?
Four questions, all answerable in one email to the registrar, and all cheaper to ask in August than to discover in January.
1. The whole scale, not this year's row. Read the row your child will be in next year and the year after: the two secondary transitions are worth thousands and are already printed.
2. The payment plan, in writing. Confirm the term split, ask explicitly about ten monthly instalments, and have the answer on the fee agreement — along with what a late payment costs.
3. Every charge outside tuition. Transport for your area, uniform, devices, activity and medical charges, examination fees, trips, and any facility fee or debenture.
4. The 60-day date, and whether the deposit is credited. Write the refund deadline down the day you pay, and confirm the deposit comes off your term-one invoice rather than sitting on top of it.
